This was organized by the National Welfare Foundation of Malaysia (YKN) with the collaboration of Malaysian Association of Social Workers (MASW), National Council of Welfare and Social Development (MAKPEM), Social Welfare Department (JKMM) and Institut Sosial Malaysia (ISM), the National Symposium on Social Work Competency Standard aimed to seek the views of social work practitioners, educators, policy makers and administrators of related agencies to establish competency standard for the social work profession.

The Symposium was held from 11th-13th August 2009 at Awana Genting Golf and Country Resort, and was attended by nearly 200 participants. Minister YB Senator Dato’ Sri Shahrizat Abdul Jalil officiated the symposium. Dr Pauline Meemeduma, social work consultant from Australia, and Associate Professor Dr Rosetta G. Palma, President of Social Work Education, Inc., Philippines were the two overseas speakers and resource persons for the symposium. Many members of MASW were there as speakers, moderators and rappatours. At the end of the symposium, the following were proposed:

  • The memorandum on social work competency standards must be submitted immediately to the cabinet for endorsement.
  • Establish a special task force to work full time to work out the action plans – Social Work Act, procedures and protocols, structures (National Council for Social Workers / National Council for Social Work Education), pilot study, costing, etc
  • There must be a sunset clause in registering qualified social workers to enable people without paper qualification but with vast work experiences to be registered as social workers through specific training courses and examinations.
